Version 2.16 Patchlevel 3 Added Features/Bug Fixes

1. Fix a bug in EmbedEPSFile() under the File Menu. The same bug also appears in the update_eps_child() internal command. This bug only shows up if you embed an EPS file that does NOT have a preview bitmap. Thanks to Johan Vromans <jv@NL.net> for pointing out the problem.
